Mr John Bampfylde

John Bampfylde runs Stanwell Corporation’s Trading group.  Stanwell is a Queensland generator with 3200MW of coal fired generation, representing approximately a third of Queensland’s generation capacity.

Prior to Stanwell, John was the Energy Risk Manager and Pricing Manager of Tarong Energy.  Before Tarong, John ran the Australian office of Risk Capital, a New York based risk management consultancy specializing in energy and natural resources.  Before Risk Capital, John was a director of Aquila Merchant Services, a leading US energy marketer, and consulted in risk management and market operations in USA, Australia and New Zealand.

John was the Trading Manager at EMCO during the NZ Electricity Market implementation, has been a natural resources risk manager and a Eurobond derivatives market maker in London.

He has an MBA from the Cranfield School of Management and a BSc in Geology from the University of Bristol (UK).

Prof. Zhengxiang Ge

Zhengxiang Ge is Vice President, State Power Grid, Beijing Economic Technology Research Institute. Professor Ge is a senior expert in energy and power system planning, and Vice President of CSEE Energy Economics Committee. The team lead by Prof. Ge has made unique and significant contribution to the development and research of energy and power engineering in China.

Mr Terry Effeney

Terry Effeney was appointed CEO of ENERGEX in January 2007.

Prior to joining ENERGEX, Terry held the role of COO (Chief Operating Officer) of Ergon Energy for three years and was an Executive Manager with Ergon Energy and its predecessor organisations for more than ten years.

Terry has more than 25 years experience in the energy industry, combining an engineering and economics background with extensive operational management experience.

Terry has an Honours Degree in Electrical Engineering, a Masters Degree in Engineering, and a Degree in Economics and has undertaken management studies at the Australian Graduate School of Management and most recently at the Michigan Business School in the USA.  He is also a Graduate Member of the Australian Institute of Company Directors.

Mr Ken Guthrie

Ken is the Manager, Renewable and Distributed Energy at Sustainability Victoria.  He is also Chairman of the International standards committee on solar heating ISO TC180 and Chairman of the Australian and New Zealand Standards Committee on solar water heating, CS028, and a member of the Executive Committee of the International Energy Agency Solar Heating and Cooling Program.

Ken has twenty five years experience in implementing energy efficiency and renewable energy support programs for Victorian energy agencies, leading and collaborating on the delivery of programs for energy efficiency in the Commercial, Industrial and residential sectors in Victoria.  He is responsible for developing GreenPower as a voluntary scheme across Australia, and for developing and delivering cost effective and successful rebate programs that lead to better product development.  He has had significant input into the development of regulations for reduced energy and water consumption in new housing. 

Prof. David Hill

David J Hill received the BE degree (Electrical Engineering) and BSc degree (Mathematics) from the University of Queensland, Australia, in 1972 and 1974, respectively.  In 1976 he received the PhD degree in Electrical Engineering from the University of Newcastle, Australia.

He is currently an Australian Research Council  Federation Fellow in the Research School of Information Sciences and Engineering at The Australian National University. From 1994 to 2004, he held  positions at The University of Sydney, Australia, including the Chair in Electrical Engineering until 2001. From 2001, he was also Chair Professor of Electronic Engineering at City University of Hong Kong. Prior appointments include research positions in the Electronics Research Laboratory, University of California, Berkeley, from 1978 to 1980 and a Queen Elizabeth II Research Fellowship at the University of Newcastle, from 1980 to 1982.  During 1986-7, he was a Visiting Professor in the Department of Automatic Control, Lund Institute of Technology, Sweden. From 1982 to 1993, he held academic positions at the University of Newcastle: 1988 to 1992, Assistant Director of the Centre for Industrial Control Science; 1991 to 1993, the Pacific Power Chair and was Assistant Dean of Engineering (Graduate Studies). He currently holds honorary professorships at The University of Sydney, University of Queensland (Australia), South China University of Technology, City University of Hong Kong, Wuhan University and Northeastern University (China).  From 1996 to 1999 and 2001 to 2004, he served as Head of the respective departments in Sydney and Hong Kong.

His basic research interests are in network systems science, stability analysis, nonlinear control  and applications.  His applied work has consisted mainly of various projects in electrical power systems. He has been a regular consultant for companies  in Australia and Sweden. He was a Guest Editor for the Proceedings of  IEEE Special Issue on Nonlinear Phenomena in Power Systems,  1995. He is the co-editor of the book Bifurcation Control, Springer Verlag.

Professor Hill is a Fellow of the  Institution of Engineers, Australia, the Institute of Electrical and Electronics Engineers, USA and the Australian Academy of Science; he is also a Foreign Member of the Royal Swedish Academy of Engineering Sciences.

Prof. Hugh Outhred

Hugh Outhred is a Professorial Visiting Fellow in the Centre for Energy and Environmental Markets and the School of Electrical Engineering and Telecommunications at the University of New South Wales having retired from the position of inaugural Presiding Director, Centre for Energy and Environmental Markets in September 2007. He holds a PhD in Electrical Engineering from the University of Sydney and is a Fellow of the Australian Institute of Energy. In the last 40 years he has undertaken research on power system dynamics, electricity industry restructuring, the integration of renewable energy resources into power systems and energy services for remote communities.

Hugh has been a Fulbright Senior Fellow at the University of California Berkeley, USA and has held visiting positions at Massachusetts Institute of Technology in the USA, the University of Liverpool in the UK, the Universidad Pontificia Comillas in Spain, Roskilde University Centre in Denmark and Murdoch University in Perth. He has been a Board member of the Australian Cooperative Research Centre for Renewable Energy, an Associate Director of UNSW’s Centre for Photovoltaic Devices and Systems and an inaugural member of CSIRO’s Energy Flagship Advisory Committee.

Hugh has contributed to the theory of electricity industry restructuring since 1979 and to its practical implementation in Australia since the 1980’s. In 1985 and 1986, he was seconded to the government of New South Wales as an advisor on electricity restructuring and sustainability. In 1995 and 1996 he led a project for the National Grid Management Council to undertake electricitytrading experiments to trial the proposed National Electricity Market trading rules prior to their formal implementation. In 1997, he was appointed as an inaugural member of the NSW Licence Compliance Advisory Board, a position he held until the Board was replaced as part of revised industry governance arrangements in 2001, and in 1998 he was appointed as an inaugural member of the National Electricity Tribunal, a position he held until the Tribunal was replaced as part of revised industry governance arrangements in 2006.

Prof. Anthony (Tony) D Owen

Tony Owen is Professor of Energy Economics in the Curtin Business School at Curtin University of Technology, Perth, Western Australia. He has a PhD in Econometrics from the University of Kent (UK) and has held visiting appointments at the Universities of British Columbia, Colorado, Leeds and Exeter, the Organisation for Economic Cooperation and Development (Paris), the UK Department of Energy (Harwell), and the International Energy Agency (Paris). Energy related consulting activities have been undertaken in Australia, China, Denmark, Indonesia, Norway, the Philippines and the UK. Tony is a Fellow of the Royal Statistical Society, and Past President (2004) of the International Association for Energy Economics. He is also founding member and President of the Australian Association for Energy Economics. He is joint editor (with N Hanley) of The Economics of Climate Change (Routledge, 2004) and is Theme Editor for Energy Policy, UNESCO Encyclopaedia of Life Support Systems. He serves on the International Editorial Boards of Energy Policy and Energy Sources. Recently he conducted the Inquiry into Electricity Supply in NSW, for the NSW Government.

A/Prof. Libao Shi

Libao Shi received the B.E., M.E. and Ph.D degrees all in Electrical Engineering from Chongqing University, China, in 1994, 1997 and 2000, respectively. He is currently an Associate Professor of the National key laboratory of power systems in Shenzhen, Tsinghua University. He was a visiting scholar with Hong Kong University and the University of Queensland, Australia from 2004 to 2006. His research interests include wind power in power systems, power system stability and control, EMS/DMS, computational intelligence and its application to the power system optimal operation.

Prof. Danny Sutanto

Danny Sutanto received his B.Eng. and Ph.D. from the University of Western Australia. In 1982 he joined the School of Electrical Engineering at the University of New South Wales. From 1996-2006, he was a Professor of Electrical Engineering at the Hong Kong Polytechnic University. He is now the Professor of Power Engineering at the University of Wollongong, Australia. He is a Senior member of IEEE and his research interest is Power eelctronics application in power systems, power quality, energy storage and distributed generation.

Mr Mike Thomas

Mike Thomas is Vice President and Energy Practice Head, Asia, for CRA International. He has 20 years experience advising clients on a range of economic, commercial, strategic and policy matters.  He brings a unique perspective to problem solving, having worked on corporate strategy, energy market design and development, commercial valuation and regulatory issues for major stakeholders throughout the Asia Pacific region, as well as in North America.

Mr Thomas began his consulting career with Putnam, Hayes & Bartlett (PHB) in 1988 where, among other things, he assisted utilities by analysing US coal and rail transport markets and developing emissions reduction investment and trading strategies.  He subsequently launched and headed CRA’s operations in New Zealand and Australia from late 2000.  Based now in Hong Kong, he heads CRA’s energy practice in Asia.

Mr Greg Thorpe

Greg Thorpe is a Vice President of CRA International, an international business and economics consulting firm and he heads CRA’s Energy and Environment practice in Australia and New Zealand.  He started his career as a power system engineer over 30 years ago and has qualifications in engineering, business, and arbitration & mediation.  From the early 1990s he played a significant role in reform of the electricity sector in Australia that lead to the creation of the National Electricity Market (NEM) and has contributed to gas sector reform.  He was an Associate Director of the National Electricity Code Administrator from before the launch of the NEM, until he moved to CRA in 2001. For CRA he has led many multi disciplinary projects combining economic, regulatory and industry expertise for both Australian electricity markets, and market in New Zealand, Canada, Singapore, Philippines and Malaysia.   His recent and current projects address market sustainability, the effects of climate change policy options, investment analysis, market price forecasts, distributed generation, transmission planning and governance, market design, monitoring and surveillance and gas market design.

Prof. Fushuan Wen

Fushuan Wen obtained his BE and ME degrees from Tianjin University, China, in 1985 and 1988, respectively, and PhD from Zhejiang University, China, in 1991, all in electrical engineering. He then joined the faculty of Zhejiang University, and has been a full professor there since 1997. He has been a University Distinguished Professor in South China University of Technology (SCUT) since 2004. Currently, he is also the deputy dean of the School of Electrical Engineering, and the director of the Institute of Power Economics and Electricity Markets in SCUT.

Prof. Wen held various research, visiting and teaching positions in the National University of Singapore, the Hong Kong Polytechnic University, and the University of Hong Kong in the period from 1995-2007.  He is on the editorial board of 9 International and Chinese Journals, and the guest professor of 4 universities in China. He is also the technical program committee chairman of IEEE DRPT 2004 held in Hong Kong.

Prof. Wen’s research interests are in power industry restructuring, power system fault diagnosis and restoration strategies, as well as artificial intelligence applications in power systems.

Prof. Kit Po Wong

Kit Po Wong obtained M.Sc, Ph.D. and DEng degrees from the University of Manchester, Institute of Science and Technology, in 1972, 1974 and 2001 respectively. Prof. Wong was with The University of Western Australia since 1974. Currently he is a Chair Professor of Department of Electrical Engineering, The Hong Kong Polytechnic University. Previously he was the head of the department at the same university and Professor of electrical engineering at The University of Western Australia.

Prof. Wong received three Sir John Madsen Medals (1981, 1982 and 1988) from the Institution of Engineers Australia, the 1999 Outstanding Engineer Award from IEEE Power Chapter Western Australia and the 2000 IEEE Third Millennium Award. His research interests include artificial intelligence and evolutionary computation applications to power system planning and operations. Professor Wong was General Chairman of IEEE/CSEE PowerCon2000. He has been an Editor-in-Chief of IEE Proceedings in Generation, Transmission and Distribution and Editor (Electrical) of the Transactions of Hong Kong Institution of Engineers. He had been guest editor for special issues in International Journal of Systems Science. He is a Fellow of IEEE, IET, HKIE and IEAust.

A/Prof. Jin Zhong

Jin Zhong received her B.Sc. degree from Tsinghua University, Beijing, China, in 1995, the M. Sc. degree from China Electric Power Research Institute in 1998 and the Ph.D degree from Chalmers University of Technology, Gothenburg, Sweden, in 2003. At present, she is an assistant professor in the Department of Electrical and Electronic Engineering of the University of Hong Kong.
